Crossplay is supported across PlayStation 5, PC, and Xbox Series X|S. Cross-save and cross-progression are not available.
Arrowhead's current support article states that PC, PlayStation, and Xbox players can use crossplay. It also states that cross-buy, cross-save, progression transfer, and item transfer are unavailable.
Linking a Steam account to a PlayStation Network account does not copy progression between PC and PS5. Starting on another platform—or another account on the same platform—creates a separate progression path.
The current support article says there are no plans to implement cross-progression at this time. That is a current status, not a claim that it can never change.

Install the latest update on every platform before diagnosing friend-list or lobby behavior. A version mismatch can make two otherwise valid clients incompatible.

After changing a multiplayer option, close and relaunch the game on both devices, then retry the invite from the in-game social flow.
